During liposuction, small, thin, blunt-tipped tubes (cannula) are inserted through tiny cuts in the skin. Fat is suctioned out through these tubes as the doctor moves the tubes around under the skin to target specific fat deposits.&lt;/p&gt; &lt;p&gt;In recent years, improved techniques have made liposuction safer, easier, and less painful. These newer techniques include:&lt;/p&gt; &lt;ul&gt;&lt;li&gt; &lt;strong&gt;Tumescent liposuction.&lt;/strong&gt;  First, you are given a    local anesthetic to numb the area of your body where the tube will be inserted. Next, a large amount of an anesthetic solution containing lidocaine and epinephrine is injected into the fatty tissue before traditional liposuction is performed. The solution makes the fat expand and become firmer, which allows the tubes to move more smoothly under the skin. It also causes the blood vessels to temporarily shrink (vasoconstriction), which greatly reduces blood loss during the procedure. With the large volume of anesthetic solution injected, tumescent liposuction may not require general anesthesia (which makes you sleep through the procedure) and thus does not carry some of the risks of traditional liposuction. It also reduces bruising, swelling, and pain after the procedure.&lt;/li&gt;&lt;li&gt; &lt;strong&gt;Ultrasound-assisted (ultrasonic) tumescent liposuction.&lt;/strong&gt; This newer technique uses energy created by    ultrasound to liquefy the fat before it is removed. Over the past six years I've attempted Atkins, low GI, low calorie (well, starvation really), the cabbage soup diet and even Beyoncé's maple syrup concoction.I've tried personal trainers, yoga, Pilates, power plates and Brazilian boot camps, yet I still look dreadful in jeans. So when I recently heard whispers around the City about a new form of "lunchtime lipo", my ears pricked up. Rumour had it that the newest form of fat removal caused only minimal bruising and downtime - so virtually no time off work - and was taking London by storm. After five minutes on Google I'd located Dr Ayoubi, the man credited with introducing the treatment to the UK.&lt;br /&gt;Dr Ayoubi, a charming and softly spoken Syrian, first explained the philosophy of his clinic, which is that any surgery is aimed at "enhancing" rather than "altering" looks. I had been hoping for more shrinkage than "enhancement".&lt;br /&gt;The treatment can be applied to any part of the body though the most popular areas are post-natal tummies, saddlebags, double chins and bingo wings. Not surprisingly, 80 per cent of Dr Ayoubi's &lt;a href="http://www.hurlinghamclinic.co.uk/sp_smartlipo.asp" target="_blank"&gt;smart lipo&lt;/a&gt; clients are women but he noted, "We do get men. Most of them are looking to remove 'man breasts'." I don't blame them.&lt;br /&gt;The treatment is not a cure for obesity. It's designed for patients with areas of "stubborn fat".&lt;br /&gt;After granting that the fat around my rear was suitably stubborn, I contemplated an appointment the following week, which would make me "bikini-ready" three weeks after that.&lt;br /&gt;With a holiday to Europe looming and a beach full of sun-kissed supermodels on my mind, I handed over my credit card.&lt;br /&gt;On my way to the treatment, my optimism faded and I was instead questioning my own sanity. Fortunately my fears were allayed on arrival at the fantastically chic Hurlingham Clinic (and spa, incidentally) in Parsons Green.&lt;br /&gt;The atmosphere was calming - it felt like I was just swinging by for a facial - and the staff couldn't have been more friendly.&lt;br /&gt;As the appointment loomed, however, the luxurious surroundings weren't enough to appease my fears - in my nervous state I embarrassingly put on my surgical gown backwards and forgot my operating knickers.&lt;br /&gt;A couple of Valiums later, and with two motherly nurses holding each hand, I found myself on the operating table.&lt;br /&gt;After the application of local anaesthetic, it was time for the laser treatment, an odd sensation to say the least.&lt;br /&gt;Having made a very small incision, the surgeon inserted a two-milimetre-wide laser under the skin, and melted the fat cells that had been causing me so much distress.&lt;br /&gt;Ice packs were applied after each zap to ensure that the skin wasn't burnt.&lt;br /&gt;The first version of Smart Lipo would leave it at that, but this new generation treatment (&lt;a href="http://www.hurlinghamclinic.co.uk/sp_smartlipo.asp" target="_blank"&gt;SmartLipo&lt;/a&gt; MPX) uses a little suction to remove some of the fat there and then, so that a partial result may be seen immediately and the end result is more effective.&lt;br /&gt;"I have found that patients are anything but patient," Dr Ayoubi joked. The bad news: breast cancer cases have shot up alarmingly across the country.&lt;br /&gt;A landmark analysis of cancer cases in Delhi, Mumbai, Chennai and Bangalore between 1982 and 2005 by the Indian Council of Medical Research (ICMR) has found that while cervical cancer cases dipped, in some cases by almost 50%, the incidence of breast cancer doubled. And, the trends mentioned in ICMR’s yet-to-be-released report ‘Time Trends in Cancer Incidence Rates (1982-2005)’, were universal in all four cities.&lt;br /&gt;While Bangalore saw breast cancer cases more than double since 1982 — 15.8 in a population of one lakh in 1982 to 32.2 in 2005 — Chennai recorded 33.5 new cases of breast cancer in 2005 against 18.4 in 1982.&lt;br /&gt;Delhi recorded 24.8 new cases of breast cancer a year per 100,000 women which rose to 32.2 in 2005. Mumbai recorded 20.8 new cases of breast cancer per 1 lakh women in 1982 which rose by almost 10% in 2005.&lt;br /&gt;‘‘Factors like late age of marriage and fewer children could be responsible for the decline,” said ICMR director general and secretary of department of health research Dr V M Katoch.&lt;br /&gt;Chief of medical oncology at AIIMS (All India Institute of Medical Sciences) and head of the Delhi Cancer Registry Dr Vinod Raina agreed, ‘‘Increasing number of women are now delivering in institutions which has greatly improved personal hygiene. Women now marry late and give birth to fewer children, all of which have led to a dip in cervical cancer cases.’’&lt;br /&gt;Ironically, the same reasons, says Dr Raina, have led to increased breast cancer rates in India. ‘‘Western lifestyle, increased consumption of fat products, obesity, late marriages, delayed child bearing and less number of children being conceived leading to reduced breastfeeding and use of some contraceptives, are all believed to be behind this increased risk of breast cancer,” he said. “This cancer is also inevitable with an ageing population.’’&lt;br /&gt;Dr Raina added that breast cancer cases in India are fewer than in the West which records around 100 new cases per 100,000 population every year. Cervical cancer: Chennai sees 50% fall in cases&lt;br /&gt;New Delhi: While the number of women suffering from cervical cancer in India has come down, breast cancer cases have shot up alarmingly.&lt;br /&gt;In case of cervical cancer, this is how the cases have dropped: In 1982, Bangalore reported 32.4 new cases of cervical cancer in women per 100,000 population every year. The number dipped to 27.2 in 1991, 17 in 2001 and 18.2 in 2005.&lt;br /&gt;Delhi, whose records are available from 1988, saw 25.9 new cases of cervical cancer per 100,000 population the same year. It then dipped to 19.1 in 1998 and then to 18.9 in 2005. Mumbai, which recorded 17.9 new cases of cervical cancer per 100,000 population in 1982, recorded 12.7 new cases in 2005.&lt;br /&gt;Chennai recorded a fall of almost 50% in cases of cervical cancer in this period of 24 years.   Vascular surgeon David Nott helped the 16-year-old while working 24-hour shifts with medical charity Medecins Sans Frontieres (MSF) in Rutshuru.&lt;br /&gt;   The boy’s left arm had been ripped off and was badly infected and gangrenous, reports BBC News website.&lt;br /&gt;   Nott, 52, from London, had never performed the operation but followed instructions from a colleague who had.&lt;br /&gt;   The surgeon, who is based at Charing Cross Hospital in west London, said: “He was dying. He had about two or three days to live when I saw him.”&lt;br /&gt;   Nott said he had been told the boy had been bitten by a hippopotamus while fishing, although he later discovered he had been caught in crossfire between government and rebel forces.&lt;br /&gt;   There were just 6 inches of the boy’s arm remaining, much of the surrounding muscle had died and there was little skin to fold over the wound.&lt;br /&gt;   Nott knew he needed to perform a forequarter amputation, requiring removal of the collar bone and shoulder blade. He contacted professor Meirion Thomas, from London’s Royal Marsden Hospital, who had performed the operation before. “I texted him and he texted back step by step instructions on how to do it,” he said. “Even then I had to think long and hard about whether it was right to leave a young boy with only one arm in the middle of this fighting. “But in the end he would have died without it so I took a deep breath and followed the instructions to the letter. I knew exactly what my colleague meant because we have operated together many times.”&lt;br /&gt;   The operation is only performed about 10 times a year in the UK, usually on cancer patients, and requires the back-up of an intensive-care unit. Patients usually lose a lot of blood during the procedure. Nott, from Fulham, west London, had just one pint of blood and an elementary operating theatre, but the operation, performed in October, was a success and the teenager made a full recovery. The surgeon, who volunteers with MSF for a month every year, said: “I don’t think there’s more than two or three surgeons in the UK who can do this. It was just luck that I was there and could do it. “I don’t think that someone that wasn’t a vascular surgeon would have been able to deal with the large blood vessels involved. That is why I volunteer myself so often, I love being able to save someone’s life.” In the absence of intensivecare facilities, Nott said he had personally monitored the boy’s recovery from his bedside, tending his wounds.&lt;br /&gt;   “It was touch and go whether he would make it so when I saw his face on the MSF website afterwards, it was a real delight,” he added. A typical hip op costs around £7,500.&lt;br /&gt;Now, campaigners at the Taxpayers' Alliance said the NHS needed to get its priorities right.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.yorkshireeveningpost.co.uk/custompages/CustomPage.aspx?pageID=75439"&gt;See what's in store for us with video weather forecast &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Alliance director Mark Wallace said: "It is a cause for concern when people are getting free cosmetic surgery whilst other patients cannot get treatment for life-threatening conditions."&lt;br /&gt;Local NHS managers say each was considered individually and weighed up against national criteria for "restricted treatments".&lt;br /&gt;They stress, however, that the ops are never carried out for solely cosmetic purposes and that many of the people treated would have been suffering from psychological problems.&lt;br /&gt;But Mr Wallace added: "This is a question of having the right sort of priorities. Someone with low self esteem can be helped without necessarily having invasive, dangerous, expensive surgery, whereas someone whose heart doesn't work properly has no choice.&lt;br /&gt;"People with a clear medical need have to be the priority for the NHS."&lt;br /&gt;In Leeds, bosses shelled out for 476 procedures between June 2006 and June 2008.&lt;br /&gt;&lt;br /&gt;They included: 56 tummy tucks, 55 breast augmentations, 79 breast reductions, 56 operations to pin back protruding ears, 52 treatments to get rid of unsightly hair, 12 to remove male breasts, and four to remove tattoos.&lt;br /&gt;In Wakefield, there were 105 non-medical treatments, including: 20 nose jobs, 14 tummy tucks, nine procedures to remove male breasts, nine ops on droopy eyelids, seven to correct breast asymmetry and one to separate toes.&lt;br /&gt;Bosses at Kirklees NHS approved 76 treatments including plastic surgery for stretchmarks, laser hair removal, breast enlargement, liposuction and to fit gastric bands.&lt;br /&gt;&lt;br /&gt;The figures were obtained by the YEP using the Freedom of Information Act.&lt;br /&gt;&lt;br /&gt;According to NHS averages, a tummy tuck costs around £4,900, the procedure to remove male breasts (gynaecomastia) around £2,300, pinning back ears costs about £1,100 and a nose job around £1,300.&lt;br /&gt;A spokeswoman for Leeds NHS said they considered each case carefully.&lt;br /&gt;She added: "Applications for procedures termed as cosmetic are made on behalf of patients by their GP after careful consideration of the potential physical and emotional impact."&lt;br /&gt;Wakefield District NHs senior commissioning manager Shaun Boffey said: "NHS Wakefield does not fund any purely cosmetic surgery. We base our decision to approve treatment on the evidence of clinical need."&lt;br /&gt;A spokeswoman for Kirklees NHS said: "We do not fund procedures for cosmetic or aesthetic reasons and we follow strict criteria before restricted treatments are provided.
